Obituary

William P. Mulligan Jr. (Bill, Billy, Pop, Panhead) born October 24, 1955, died peacefully of natural causes at his mountain paradise on Friday March 15, 2024.

The first son of William P. Mulligan Sr. and Anna Ruth Marshall Mulligan, Bill was born in Olney, MD. One of five, Billy was exuberant, full of life and personality from day one, giving his beloved sisters a run for their money. Even as a young boy, he loved being outside; exploring, hunting, fishing and being on the water. This zest for life and love for the great outdoors carried with him throughout his entire life as Bill shared these passions with his wife and best friend, Karin Mulligan. A self-taught nature expert, he could identify any plant or animal at first glance or footprint. He was most at peace in a deer stand, on a john boat or hiking with his hunting dogs and could spot a red tailed hawk from a mile away. He also instilled this sense of adventure in his two daughters and multiple nieces, nephews and grandchildren.

Bill's main passion was motorcycles. It all started when he caught and sold softshell crabs to buy his first bike at 17. He rode a Harley all over the United States, racking up over one million miles. His most prized possession was a '58 Panhead. His passion for motorcycles connected him with a network of lifelong friends who are spread across the country. Bill was a force to be reckoned with. You could always hear him coming before you saw him, whether on his bike or hollering your name.

He might have been a hardhead, but he was the hardest worker you could ever meet; working with his dad and brother as a member of Glaziers Local 963. When he wasn't working he could be found building, repairing, salvaging and tinkering with just about anything wooden, glass or mechanical. Bill would give you the shirt off his back or stop to change a tire for a stranger without ever expecting anything in return. He will be incredibly missed by many.

Bill is survived by his father, William P. Mulligan Sr., wife, Karin Mulligan, his children, of whom he was incredibly proud, daughters, Meghan Mulligan (Alan) and Katherine Vann (Trapper), stepson, David (Whitney), sisters, Mandy Savage (Denny) and Nora Boden (Bobby), brother in law, Eddie Koontz, grandchildren, Alston, Jillian, and Lee, as well as several nieces and nephews and a large extended family. Bill is also survived by many lifelong friends.

He is preceded in death by his mother, Anna Ruth Mulligan, sister, Patricia Koontz, and brother, Rodney Mulligan.
