Vicki D. Hastings, passed away, Wednesday, July 12, 2023, surrounded by her loving husband and sons.

Born February 4, 1957, in Hagerstown, MD, Vicki was the daughter of Gladys Condon and Paul Sagi.

Vicki was a valuable member of the City of Hagerstown's code administration team for 34 years. She joined the City of Hagerstown on May 15, 1989, as a community enhancement inspector. In this role, Vicki systematically inspected properties, neighborhood by neighborhood, to ensure compliance with the property maintenance code. Vicki took pride in the fact she was the first female inspector for the City of Hagerstown. In 1996, Vicki was recognized by the City Administrator with a Quality Public Service Award. By the late 1990's, the inspections team was inundated with complaint calls regarding high weeds and other property maintenance code violations which drew the focus away from the property-by-property community enhancement inspections. In 2001, Vicki was recognized by her supervisor with an Outstanding Performance Award for the many difficult cases she handled. In 2003, the City began the Rental Licensing Program which involved periodic inspections of rental dwelling units and Vicki and the other inspectors were assigned sectors of the city at that time. Most recently, Vicki focused her efforts on the South End and the southeast area of the city. When the City participated in the United Way's annual Day of Caring activities, Vicki was very involved with planning and identifying properties for City projects. With Vicki's wealth of experience and knowledge, the other inspectors looked to Vicki for leadership and advice on complex inspection issues. Vicki's style of interaction on inspections was appreciated by the public or at least recognized as fair. In 2005, Vicki received an Employee High Performance Award from the Mayor. In the later years of her career, Vicki was Code Compliance Inspector III in recognition of her years of experience. In 2020, Vicki and her team were selected by the City's Beautification Advisory Committee for a Highlight Hagerstown Award for the flower planters on E. Franklin St. and at City Hall. From 2015 to 2022, Vicki and her teammates took sole responsibility for the planters as a community beautification project on the eastern gateway to the downtown. The City of Hagerstown was lucky to have Vicki and everyone at the City, especially her co-workers, miss her greatly.

Vicki is survived by her husband of 37 years, Keith; her sons, Darin Stenger, and fiancé, Katie, and Dwight Stenger; her mother, Gladys Condon; brother, Steve Sagi; and sisters, Cathy Lutz and Sue Miller; and parents-in-law, Shirley and Fred Hastings.

Vicki gave her whole heart whether she was enjoying and loving her family, being a dear, thoughtful friend to so many, planting flowers and enjoying nature, or her true dedication to her job. Vicki will always be remembered for so many special qualities that endeared her to so many people that came to know her. She had such a giving generous nature and was there to help when and where needed. Those big brown eyes, her lovely smile and that big heartfelt laugh will be treasured memories. Vicki will be deeply and forever missed by all who dearly loved her.
