Roseann Warnick Fisher, 83, was looking forward to sharing much more time with loved ones, but she passed away surrounded by her children on October 3, 2026. A resident of Hagerstown, Maryland, she was the wife of West Point graduate, LTC Charles Lester Fisher, Jr. (1939-1997). The mother of two children, she instilled confidence with her unwavering, unconditional support and love, as well as her lifelong dedication to education, hard work and community service.
Roseann was born as an only child to Glenn K. and Grace Peterson Warnick in Decatur, IL in 1943. She was raised on a farm in Mt. Auburn, Illinois. Roseann grew up enjoying baton twirling and competed in competitions through grade school to college at Illinois State University. She graduated ISU with Bachelor of Arts degree in mathematics. She later achieved her master's degree in media sciences at Shippensburg University in Pennsylvania.
In November 1965, Roseann married her high school sweetheart, Charlie. They had two children, Sean Andrew and Marith Louise and as a family, they accompanied Charlie during his Army career to duty stations in North Carolina, Germany, New Jersey, Kansas, Japan and Maryland. The family settled in Hagerstown, MD in 1981.
In 1981, Roseann began her career in library services and was the Supervisor of Library Media and Instructional Technology for Washington County Public Schools. She enjoyed a fruitful career for over 30 years until she retired.
A true heart for service and community, Roseann was active in Beta Sigma Phi, Alpha Delta Kappa, American Association of University Women, Retired Library Media Specialists, and The Women's Club of Hagerstown. An active member of Otterbein United Methodist Church, she served on many committees, was a trustee, on the church council, in book clubs and Bible studies.
Faith, family and service were at the center of Roseann's life, but she also had a passion for traveling. A life-long learner, her favorite hobby was traveling the globe and learning about new cultures, customs and ways of life. She enjoyed travel companions in many friends and family.
Nana got a message from one of her grandchildren that speaks truth about the legacy she leaves behind, "Nana, you truly are an inspiration, I aspire to be as generous, adventurous and thoughtful as I have witnessed from you through your actions...you have shared wisdom and family values through your incredible children. Thank you so much, you made an impact in so many ways and I am so thankful."

Roseann was preceded in death by her parents and husband, Charles L Fisher, Jr. She is survived by her children, Sean (Molly) Fisher and Marith Fisher and grandchildren Madison Fisher, Julia Garner, William Garner, Grant Garner and Mimi Rose Fisher.
In lieu of flowers, contributions can be made to Otterbein United Methodist Church or another organization of your choosing to honor Roseann.
A celebration of Roseann will be held on Tuesday, October 6th at Otterbein United Methodist Church in Hagerstown, MD. The viewing will begin at 10am followed by a service at 12pm.
