Justin Michael Mulligan, 39, of Hagerstown, MD, went to be with the Lord on Friday, February 21, 2020. Born September 13, 1980 in Hagerstown, he is the son of Richard Eugene and Bonnie Lee (Mulligan) Harrell, of Hagerstown. A 1998 graduate of Boonsboro High School, he received his certificate as an Electrician. Justin was employed with Bopat as a Certified Electrician and was a Journeyman in Montgomery Co., MD. He enjoyed hunting, baseball with the boys, and family time, especially with his grandkids. In addition to his parents, he is survived by his wife, Patricia Winters Mulligan; five children, Kayla Brown and husband, Jeff, Brooke Hawbaker, Hope Winters, Johnny Leone, and Timothy Franklin; three siblings, Helena Harrell, Richard Harrell, and Ashley Webb; three grandchildren, Abrielle, Adelynn, and Aleissa; and a special niece and nephews, Ciara, Ray, and Gavin. He was preceded in death by grandparents, Rose and Jim Colombo and Richard "Dick" Mulligan. Funeral services will be 1pm Thursday, February 27, 2020, at Minnich Funeral Home, 415 E. Wilson Blvd., Hagerstown, MD. Rev. Shawn M. Bushman will officiate. Burial will be at Rose Hill Cemetery.
