Frances Cecelia Chandler, age 82, passed away peacefully in Hagerstown, MD on July 20, 2026.

Born on March 22, 1944, in Washington, D.C., Frances was the beloved daughter of Bruce and Marie Agnes (Redmond) Chandler. She graduated from Walter Johnson High School with the Class of 1962 before beginning a distinguished career in public service. Frances retired from the federal government after more than 40 years of dedicated service, a reflection of her strong work ethic and commitment to serving others.

Frances was a devoted mother, grandmother, great-grandmother, sister, aunt, and friend. She will be remembered for her kindness, strength, unwavering love for her family, and the quiet compassion she showed to everyone she met. Her greatest joy was spending time with those she loved, and the memories she created with her family will be treasured forever.

She is survived by her daughter, Phyllis (Richard) Wilson of Hagerstown, Maryland; her granddaughter, Faith (Andrew) Weaver of Clear Spring, Maryland; her cherished great-grandchildren, Sage Cecelia Weaver and Leo Martin Weaver; her sister, Dinah (Richard) Beverley of The Villages, Florida; and several beloved nieces and nephews.

Frances was preceded in death by her parents, Bruce and Marie Agnes (Redmond) Chandler; her sisters, Dorothy, Patricia, and Helen; and her beloved grandson, Kyle.

Frances leaves behind a legacy of love, resilience, and dedication to her family. Her warmth, wisdom, and generous spirit will continue to live on in the hearts of all who knew and loved her. She will be deeply missed and forever remembered.
